Selling a house in Burlington County: what's different here

Mount Holly is the county seat, so the courthouse, the sheriff's sale room and the Surrogate are all on Rancocas Road there. The resale paperwork is local: Willingboro, Burlington City and Mount Holly each inspect a house before it changes hands, with different fees and deadlines. Every fact below links to the office that publishes it.

General information from official court, county and state sources, not legal advice. Last reviewed October 19, 2026.

Superior Court
Foreclosure files for Burlington County homes belong to the Burlington Vicinage, whose court facility is at 49 Rancocas Road, Mount Holly (609-288-9500), open 8:30 a.m. to 4:30 p.m. on weekdays.
Thursday sheriff sales
The Sheriff auctions foreclosed homes on Thursdays at 12:00 p.m. in the County Administration Building, 49 Rancocas Road (sale bulletin). Each property is advertised for four Thursdays in a row and sold in the fifth week (Foreclosure & Sheriff Sales); upcoming dates run through December 10, 2026 on the county sales listing.
Sale-day money
Bidding is out loud, in $1,000 steps. The winner pays 20% at the close of the sale, with cash capped at $2,000 and the rest by certified check, and under the standard conditions the balance is due two weeks later. Owners, next of kin and tenants using the state's Community Wealth Preservation Program register online between 8 a.m. and 11:30 a.m. on sale day (Sheriff's Sales).
Willingboro resale CO
Every house sold or transferred is inspected by a township housing inspector. The resale application costs $150, which covers one re-inspection within 30 days; the heating certificate and the Certificate of Occupancy are each good for 30 days. Since 2022 a master plumber must also video-inspect the private sewer lateral, and needed repairs come before the CO.
Burlington City certificate
The seller needs a Housing Clear Certificate before settlement. The resale process calls for an application at least 30 business days before closing, a $100 fee ($75 per re-inspection), and inspections only on Monday, Wednesday and Friday between 9 a.m. and 1 p.m. The certificate lasts 60 days.
Mount Holly resale inspection
Resales go through the Housing Department at 17 Pine Street. The fee schedule lists $150 for a resale inspection, plus a $250 trash escrow and a $100 recycling cart escrow, and the application asks for the dates of the heater and fire certifications.
Tax liens, town by town
Willingboro holds its tax sale once a year and advertises the list in the Burlington County Times. Burlington City's sale covers all tax, water and sewer delinquencies from the prior year, and Mount Holly's finance office runs an annual tax lien sale.
Probate
The Burlington County Surrogate is at 50 Rancocas Road, 1st Floor, Mount Holly, (609) 265-5005. It works by appointment, and probate meetings are in person for representatives who live in New Jersey.
Free help
The county Housing Hub, 795 Woodlane Road in Westampton (609-265-5185), helps residents facing housing hardship and links to emergency mortgage assistance. Operation Hope, 533 Fellowship Rd., Mount Laurel, is on HUD's counselor list for the area.

How a Burlington County cash sale runs

The calendar here is set by the town inspection, so that is where we begin.

  1. Tell us the town

Willingboro, Burlington City and Mount Holly each charge their own inspection fee and keep their own deadlines. Knowing the municipality tells us how early the paperwork has to go in.

  2. Get a price for the house as it is

After one walk-through we write down a number that already accounts for open items, whether that's a heating fix, a sewer lateral repair or a missing extinguisher. You don't hire anyone first.

  3. Settle on a date that fits the certificate

Town certificates expire, in 30 days in Willingboro and 60 in Burlington City, so we book settlement inside that window. A title company pays off the mortgage, any tax lien and the transfer fee from the proceeds.

Burlington County situations we handle

Where the county and town rules come into each one.

Your house is on the Thursday list

A property is advertised for four weeks before it is auctioned in Mount Holly, which still leaves time to sell first and pay the judgment from the proceeds. The timeline in our New Jersey foreclosure guide shows where you are.

Willingboro sewer lateral needs work

If the plumber's video finds a broken or root-filled lateral, the township wants it repaired before it issues a CO. We can price that repair into the offer instead of having you line up contractors.

Burlington City inspection came back with items

The City lets a buyer take responsibility for the report through a notarized affidavit and a temporary CO. That is the route we use when buying a house as-is.

An estate owns the house

Book an appointment with the Surrogate on Rancocas Road. When the executor or administrator has authority to sell, we can close, and we can wait while that happens.

Water and sewer bills went unpaid too

In Burlington City those charges are sold at the tax sale along with the property taxes. A sale before the lien grows lets the title company clear everything at once. More on New Jersey tax sale certificates.

Landlord ready to sell

Burlington City registers rentals every year and inspects them at each tenant change and every two years; Mount Holly licenses rentals too. We can buy with tenants still in place.

What the seller pays at a Burlington County closing

New Jersey's Realty Transfer Fee is charged in brackets per $500 of the price, and the rate schedule changes once a sale goes over $350,000.

Realty Transfer Fee, standard rates, sale of $350,000 or less
Part of the priceRate per $500On a $250,000 saleOn a $300,000 sale
First $150,000$2.00$600$600
$150,000 to $200,000$3.35$335$335
$200,000 to $350,000$3.90$390$780
Total fee$1,325$1,715

Rates from the NJ Division of Taxation RTF FAQs. Above $350,000 every bracket uses the higher schedule ($2.90, $4.25, then $4.80 per $500 up to $550,000), so a $400,000 sale works out to $870 + $425 + $1,920 = $3,215. Dollar figures are arithmetic on example prices; reduced rates may apply to some sellers 62 or older, blind or disabled.
